Running Fence/Turtle Blind

Proposal resurrects Christo's original Running Fence while giving it an ecological purpose. Erected on a beach where sea turtles nest the fence shields pregnant females and hatchlings from the disorienting effects of artificial lights. The fence would be lowered during the day to allow residents a view of the ocean and then raised up at night to block the light from streets and houses.
